Dr Rachel Horne is an experienced leader, maritime lawyer and programme manager, with particular professional and academic expertise in the regulation of emerging technology. Dr Horne’s career has spanned the defence, commercial and government spheres. Dr Horne currently leads the Regulation and Advocacy Directorate within the Office of the Defence Seaworthiness Regulator. Dr Horne’s Directorate comprises a team of Australian Defence Force and Australian Public Service personnel with responsibility for stewardship of the Defence Seaworthiness Management System, identification of emerging hazards and risks, and flag administration.
Dr Horne holds a PhD from the Queensland University of Technology titled “Navigating to Smoother Regulatory Waters for Australian Commercial Vessels Capable of Remote or Autonomous Operation”. Dr Horne also holds a Graduate Certificate in Maritime Studies from the Australian Maritime College, and a Masters of Law, Graduate Diploma of Legal Practice, and a Bachelor of Law with Honours from the Australian National University.
