The International Ship and Port Facility (ISPS) Code is a comprehensive set of measures designed to strengthen the security of ships and port facilities. Its purpose is to provide a standard, consistent framework for evaluating risk, enabling governments to counteract changes in threat with changes in vulnerability. What the Code is, how it has helped in the past 20 years and its possibilities for the future will be presented, and the implications of non-compliance discussed.
